There's no minimum enforced, and you can upload the whole file — an acoustic fingerprint is computed over the audio you give it. In practice a clean, continuous stretch of the recording identifies far better than a few seconds of an intro or a fade-out. Uploads go up to 100 MB and 30 minutes.
Three different reasons look similar. If the page says song identification is turned off on this server, the operator hasn't configured an AcoustID API key — your fingerprint was still computed, but there is nothing to match it against. Otherwise, either the recording isn't in the AcoustID and MusicBrainz databases (live takes, unreleased tracks, and re-uploads with altered speed or pitch usually aren't), or the clip is too noisy or too short to fingerprint reliably.
The AcoustID community fingerprint database, with the track details coming from the open MusicBrainz project — each match links straight through to its MusicBrainz page. A self-hosted index of previously confirmed matches is checked as a fallback, and the result tells you which one answered.
No. Identification is free; you only need to be signed in. Your upload is deleted from the server as soon as the fingerprint has been computed.
