Two things, and only the timestamps: an offset in milliseconds that moves every cue earlier or later by the same amount, and a scale multiplier that stretches or compresses the whole timeline. Your subtitle text is never touched.

That's a scale problem, not an offset one: a constant offset shifts everything equally, while drift that grows over time means the timeline runs at the wrong rate. Adjust the scale until the end of the file lines up, then nudge the offset for the start. For a 25 to 24 fps mismatch use about 1.04167; for 23.976 to 25 fps use about 0.95904.
